Within
the
operations
report
of the
Bureau
for
May
1868
,
is
a
section
titled
“Nashville
Sub-District.”
In
it
is
a
report
from
Murfreesboro
that
describes
the
attempts
of a
swindler
to
take
bounty
money
from
African
Americans
. What
follows
is
the
transcription
of that
report
.
“The
report
of
Capt
.
Judd
, the
chief
of this
Sub-District
is
in the
main
favorable
. A
few
outrages
by the
Ku
Klux
Klan
in
Maury
County
are
reported
. Also the
attempts
of
one
James
H
.
Holmes
,
recently
from
Washington
,
D
.
C
. to
swindle
the
colored
people
out
of their
Bounty
Claims
. This
fellow
located
himself
at
Murfreesboro
about
six
weeks
ago-
and has been
operating
there, and in that
vicinity
. He
claims
to be a
subordinate
of
Sanborn
and
King
,
claim
Agent
at
Washington
. He
professed
to
possess
extraordinary
facilities
for
procuring
claims
immediately
without
the
usual
formalities
and
delays
.
I
would
recommend
a
close
accounting
[undecipherable
word]
of
everything
passing
through
his
hands.”
