"
We
the
undersigned
respectfully
represent
that
we
are
legal
citizens
of this
community
(having
each
served
in the
general
army)
. What
we
are
engaged
in
cuthroating
abandoned
and
rented
lands
with the
compensated
labor
of
Freedmen
. That
Mr
.
Sage
the
local
agt
of the
bureau
is
alike
ground
of
equity
and
rules
of
[soideude]
, and in
our
opinion
it
is
a
disgrace
to
general
arms
to
enforce
his
decrees
. That in his
deliberations
he
admits
Negro
evidence
and
excludes
that of the
employer
. That he
permits
the
laborer
to
terminate
his
contract
at
pleasure
,
compelling
the
employer
to
made
full
[illegible]
compensation
. That his
whole
course
is
unjust
and
oppressive
to the
employers
, and
productive
only
of
demoralizing
influence
upon
the
laborer.
