"
During
this
month
the
Freedmen
have been
feeling
perhaps
more
severely
than
ever
,
since
their
emancipation
, the
heavy
hand
of
oppression
. That
secret
armed
Rebel
Military
organization
known
as the "
Ku
Klux
Klan
"
is
increasing
in
numbers
and
extending
to
all
parts
of
my
agency
. The
continue
their
midnight
prowlings
in
hand
of
ten
to
fifteen
each
neighborhood
it
seemed
furnishing
its
own
detachment
and
warning
those
whom
they have
particular
spite
to
leave
the
Country
at
once
or be
murdered.
