narrative
report
of
operations
and
conditions
of the
Freedmen’s
Bureau
and its
activities
in
Rutherford
County
,
Tennessee
during
March
1866
. The
report
was
written
by
John
Seage
, the
superintendent
for the
Bureau
in
Rutherford
County
. The
report
notes
the
number
of
rations
,
clothing
, and
medicine
units
that were
distributed
to
freedmen
and
refugees
during
the
month
. The
report
also
provides
the
number
of
labor
contracts
arranged
by the
Bureau
between
employers
and
employees
,
most
likely
freedmen
. The
report
provides
an
accounting
of the
Bureau’s
“Fines
and
Forfeitures”
for the
month
. The
report
also
contains
information
on the
state
of
widows
and
orphans
in the
county
. The
report
notes
the
number
of
African
American
schools
,
students
, and
teachers
in the
county
. The
March
1866
report
concludes
with a
discussion
of the
relations
between
whites
and
freedmen
. In this
portion
of the
report
Superintendent
Seage
notes
that on
March
24
,
1866
, a
white
man
named
K
.
H
.
Henderson
assaulted
an
African
American
male
by
hitting
him on the
head
with a
blacksmith’s
hammer
. The
African
American
man
died
. The
report
concludes
with a
discussion
of the
action
taken
by the
Bureau
against
K
.
