inspection
report

Palmer
for
March
1866
is
wide
ranging
and
extensive
. In
it
he
comments
on a
variety
of
subjects
. He
discusses
the
number
of
labor
contracts
for
men
,
women
, and
children
arranged
by
Rutherford
County
superintendent
J
.
M
.
Tracey
. He
notes
the
various
wages
freedmen
are
being
paid
for their
labor
.
Palmer
comments
on the
labor
market
,
noting
that the
demand
for
labor
is
moderate
at
best
.
Palmer
also
discusses
schools
, in
particular
those in
Murfreesboro
. He
gives
the
number
of
teachers
and
students
in the
Murfreesboro
schools
.
Palmer
remarks
on the
number
of
African
Americans
convicted
and
sentenced
for
crimes
. The
remainder
of the
report
is
given
over
to
describing
an
assault
case
in
which
the
defendant
was
convicted
and
ordered
to
pay
a
fine
. The
report
notes
the
struggle
the
Bureau
had in
trying
to
get
the
man
to
pay
.
Palmer’s
report
also
contains
details
like
a
comparison
of the
March
1866
hog
market
to that of
1866
.
