record
captures
superintendent
of
Rutherford
and
Cannon
Counties
,
J
.

.
Nelson’s
report
.
Half
a
page
long
, this
report
covers
many
topics
.
Nelson
comments
on the
amount
of
bounty
money
and
money
for
rations
distributed
.
Nelson
also
notes
his
role
in
settling
a
business
debt
between
an
individual
and a
company
. The
remainder
of
Nelson’s
report
discusses
landlords’
enforcement
of
crop
liens
,
noting
that
such
stringent
enforcement
will
cause
freedmen
considerable
problems
.
Nelson
notes
that
many
men
“without
means”
buy
land
at
high
prices
and then
rent
it
to
African
Americans
for
rents
in the
form
of
crop
liens
, in
which
a
portion
of the
crop
will be
seized
by the
landlord
to
pay
the
rent
.
Nelson
closes
by
remarking
that
entire
crops
will
often
be
just
enough
to
pay
the
rent
, and not
much
more
.
